I believe this is not possible. A local administrator can always disable a
local service.
The proper solution should be to block MSN messenger in ISA itself (or
block any other type of traffic which you don't want to allow). For
example, please take a look at

Hello,
We have windows 2003 server w/ISA 2K installed.
We have windows XP pro for all workstations.
Can I setup no one can disable ISA client on workstation even with
administrator right?
We setup ISA client for all workstations, some people can go to control
panel to disable ISA client then use MSN messenger, ICQ...
