How to bypass an ISA rule from the client

A win 2000 server in a network of 12 users

The ADMINISTRATOR has create a rule from ISA management that
doesn't let the users to download file the usual FTP and has
forbid web serfing

I want to find i way from the client-user to bypass the rule so i
can download file to the user and have web browsing

the clients in the network that i work have : windows 2000
                                                                     
windows 98

please give me solutions for the 2 OP

1. I DON'T HAVE NO ACCESS TO THE SERVER

2. I CAN'T ASK HELP FROM THE ADMINISTRATOR OF THE NETWORK
    because he create the rule so we don't have access to the
internet

3. the network has i static gateway ip ---->i don't know if
this helps
