If "Automatically Detect Settings" is ticked for the connection in IE, it'll
do its Web Proxy AutoDiscovery (WPAD) thing, until it decides that there's
no WPAD and uses the next configured option.
Implementing Autodiscovery on ISA Server (if possible) and/or implementing a
WPAD server that's responsive and accessible might provide a faster
response.
If you never plan to enable WPAD, you might untick "Automatically Detect
Settings" in IE, though roaming (laptop/notebook) users will probably want
it left on.
