That depends on the protocols you want to allow from the TS server.
If you only want to provide basic web browsing, then no; you don't need the firewall client.
If you want to allow anything besides HTTP(s) and FTP download, then yes; you need to install the FW client.

I have seen that it is a good idea to install the isa firewall on client computers, does it have to be installed on the Terminal servers as well?
