Clients having trouble using Test Server button in client

We recently moved from one ISA2004 box to a new one (better hardware). I did
an export and import. Everything is fine on the server side, but when the
clients go to update, they refer back to the old one (and the old one is
turned off). Plus, with the old settings, they can still get out! I'm
stumped.
