Hi,
Maybe that FTP server doesn't support Passive or PASV Mode FTP.
Can't you just use an FTP Client other than the command-line (like ws-ftp or
CuteFTP)?
If so, just configure that FTP client to use web proxy service or,
aditionally, install the ISA Firewall Client.
You will get the ftp acess for sure.
