ICQ via HTTPS connecting problem

I have a large number of ICQ clients, connected via HTTPS proxy ISA 2000
SP2, with domain authorization.
Everything is OK, but sometimes the most of clients cannot connect to ISA
server, ICQ reports that it cannot connect to proxy server. At the same
time via Firewall Client (with domain authentication) or SecureNAT
everything is ok! And all web browsers is working too. Especially it happens
when system or WEBPROXY service is restarted due to configuration or other
tasks. My webproxy service is scheduled to shutdown at midnight and to
startup at 6:00. At the morning every client can connect and all ICQ are
online.
What may be the root cause of this problems?
