FTP command got "connection closed by remote host"

We are having problem to connect to one FTP server (wu-
ftpd)behind ISA. I AM able to conect it throught IE, but
when I use windows ftp command, it gives an
error "connection closed by remote host". It only occurs
to this one ftp server, I am able to connect to other ftp
site with no problem. I can connect without ISA.

I read the Microsoft ariticle
http://support.microsoft.com/default.aspx?scid=kb;en-
us;817829, and disabled to IP routing, but it doesn't help.

Is there any workaround other than purchase the hotfix?
