It means there's an active connection being handled by the Firewall Client.
It may have nothing at all to do with your browser; IM and other plug-ins make occasional connections as well.

What does the green dot on the firewall client icon mean? It seems to appear when i got to certain web sites, but on other machines 
it appears more frequently.
