For the DHCP option to work then I believe you have to use the Firewall
Client. See:

Also, for the WPAD record to resolve you need to be sure the domain suffix
is correct. I'm wondering if it started working for you because once you
joined the AD domain the DNS domain suffix changed and now the client was
able to properly resolve the WPAD name. See:
