98 clients ignore access policy

Windows 2000 Adv Server w/ seperate ISA server. I have set
up an access policy that will not allow internet access to
clients who belong to a group called "no_internet" in
active dir. This restriction works fine on the 2000 and XP
machines, but most of the 98 machines still have internet
access. What am I missing?
