Von Delphi gibt es keine GPL IDE, aber u.U. kannst du das Projekt in
Lazarus (http://lazarus.freepascal.org/) importieren.

empfehlen? Auf welche IDE deuten die Dateiendungen dof, dpr und dsk hin?

Naja, es gibt im Grunde nur eine IDE für Delphi, und die ist von Borland
und kommt mit dem Compiler.
