Yes, unlike Windows XP, under Windows 2000 you *must* have
system CD-ROM to activate national keyboard layouts, that is,
it is a 2-step process:
1) Activate national support - for example, place a check-mark
next to Cyrillic in the General tab of Regional Options
applet of Control Panel.
The Windows 2000 will ask you to insert its CD-ROM, will
copy many Cyrillic support files from there and ask you
to re-start
2) Only after that you will see say Russian as a choice in the
"Add Keyboard layout" dialog
Same goes for any other non-Western-European language
