windows 2003 Server/ sehr langsam bei Download/Remotezugriff über

meine Konfig:
W 2003 Standard Server DC ohne Sp1 mit allen Updates
1 Intel Gbit/s Netzwerkkarte fürs interne LAN
1 Intel Pro/1000 S Netzwerkkarte fürs externe LAN zum Router
Bintec VPN 25 Router am DSL Modem mit DSL 6000

mein Problem:
Versuche ich Downloads zum Server über DSL oder per Remote auf den Server
über DSL zuzugreifen ist die Geschwindigkeit viel zu langsam.
Sowohl Down- als auch Upload
entspricht nich dem was der Anschluß hergibt.
Download Speed max 280 kbyte/s ( Soll so ca. 680 kbyte/s)
Upload Speed max 128-192 kbit/s( Soll 576 kbit/s)
Jeder PC oder Laptop welchen ich auch direkt am Router anschliese
bringt die volle Up-/Downloadrate.

Ich kann folgendes ausschliessen:
T-DSL ok mit vollem Speed bei Down-/Up
Netzwerkkarten ok
Netzwerkkabel ok
Router ok

Gibt es im Server irgendwelche Einstellungen welche die Geschwindigkeit
des Servers drosseln beim Dateidownload/Remotezugriff usw.
Eine andere Erklärung habe ich momentan hierfür nicht.


Bin für jeden Tipp/Rat dankbar
