Ein Header "Content-Disposition: attachment; filename=example.pdf"
könnte zumindest dieses Symptom beseitigen.

Leider tritt keine Änderung ein (den Cache hatte ich vorher geleert).

Ich bin versucht anzunehmen, daß du beim Setzen dieses Headers etwas
falsch gemacht hast, denn mit ihm zeigt IE sogar für HTML-Seiten einen
Download-Dialog an.
