Hallo Marc,
Du musst in den Eigenschaften des offline Adressbuchs die Verteilung über öffentliche Ordner aktivieren.
Oder auch:
get-offlineaddressbook | set-offlineaddressbook -PublicFolderDistributionEnabled $true
