Gears of War framerate issue.

Hi, I will be upgrading soon, so this won't be an issue for long, but does
anyone know why Gears of War runs so slowly on my PC? It easily fits the
minimum required stats (it actually exceeds it quite a bit) and I only get
12-20fps average, with drops to 1-4fps randomly (right now). And it's not the
settings. It will run the same regardless of resolution and detail levels. If
I set it all to the highest it will run the same as it would at the lowest
(including windowed).

A few months ago I thought it might have been the GPU, so got the x800 xt
upgraded to a geforce 8600gts which should run it no problem, it run slightly
better (It run at between 5-10fps before the GPU upgrade!) but still not "360
level" if you know what I mean. It did improve even more when i went into the
pc and got a lot of dust out of the thing and out of the cpu heatsink (this
got the title screen running at 50-60fps), but things in the game get a bit
erratic when there's a lot happening.

I'm, assuming it's the old CPU/RAM doing it. I'm upgrading it soon but I
want opinions on why a P4 CPU with HT running at 3.4GHz and 2GB of DDR RAM
could not run Gears of War at a half-decent framerate with either of the GPUs?

Think the CPU is broken? This is my theory. No-one else knows why I get such
a slow result.

Anyway will be upgrading the motherboard for the Q6600 CPU and the 4GB of
DDR2 RAM that will hopefully make it run super smoothly.
