This normally happens a lot if I start up the game and move in a family.
Also it starts happening during the game. I tried uninstalling my entire
downloads folder and it didn't happen until I put the downloads folder back.
I have many downloads from www.simwardrobe.com and some from
www.thesimsresource.com (I got the Simslice Rejuvenation Chamber when I
signed up there) and a few houses from the Filefront Sims 2 files site...oh
and the InSimenator.

Your Video card is failing or overheating. At least that's similar to what my computer did when I had a faulty video card. Your video card overheats and when it's trying to calculate where to draw things the heat or damage to the card is causing the wrong numbers to be calculated and results in the card drawing the "wrong" polygons.

Update your video card drivers, you never mentioned what kind of computer you're trying to run this game on, if you know your computers make/model# that'd help a lot.
