Hi Patrick,

You should reply to their tech support as they requested:

"... if they don't solve the problem, then please send us your hardware
spec and the error logs including steam.log. By default, the logs are
found in c:\valve\steam\errorlogs\ folder."

| Hello. I am having trouble connecting to the Steam
| network. Help me. My error is this: When i click on the
| steam icon, it always says "Error: Cannot Connect to Steam
| Network" I emailed Steam tech support and they sent me a
| list of possible solutions. I have tried all that i
| understand:
| Dear Steam User,
| First, you need to execute few actions one by one as they
| apply to you and if they don't solve the problem, then
| please send us your hardware spec and the error logs
| including steam.log. By default, the logs are found in
| c:\valve\steam\errorlogs\ folder.
| 1. If already logged on to Steam, "exit and logout" of
| Steam.
| 2. Check your internet connection to make sure it is
| functioning properly. If you're sure that your
| connectivity is functioning but you are still unable to
| log in to Steam, it may be because the required ports are
| blocked by a device on your network (such as a router). If
| you are using a router, you probably need to open the
| necessary ports. Please check your router's manual.
| The following ports must be "open":
| UDP 1200
| UDP 27000 to 27015 inclusive
| TCP 27030 to 27039 inclusive
| Steam needs a direct outgoing connect to the Steam
| servers. To check that you can make a direct connection to
| steam, type:
| telnet 207.173.177.11 27030
| into a command prompt. If you see:
| Connecting To 207.173.177.11...Could not open connection
| to the host, on port 27030: Connect failed
| Then a firewall is preventing you from accessing steam. It
| may be the Windows' native firewall or your ISP. If it is
| the ISP, you will need to contact your ISP to resolve that
| problem.
| If it just brings up a blank window then it is configured
| properly.
| Some software firewall and packet sniffer programs
| interact badly with Steam (in particular they don't
| properly support overlapped sockets). Try uninstalling any
| firewall or network monitoring software (but remember to
| add the firewall back again once you have finished the
| test).
| 3. Locate and delete your config.cfg files and Steam will
| recreate them next time. Click on Start, select Run, type
| the following commands:
| cmd
| cd \valve\steam
| dir /s /b config.cfg
| del <path>\config.cfg
| 4. Locate and delete masterservers.vdf and
| serverbrowser.vdf in the config directory (similar to
| above).
| 5. Ensure that you are running in OpenGL mode.
| 6. Check that your computer's system clock and date are
| set correctly
| 7. If you've checked all of the above and are still having
| trouble, you may want to double check Steam's network
| status to make sure the system is online.
| 8. Please check out
| http://steampowered.com/forums/showthread.php?
| threadid=61587.

| And one more thing: I do not have a router and my computer
| will not let me Detect my Network Setting, so i think some
| kind of inacessible firewall is blocking my connection to
| Steam. I also use Windows 98SE. Please let me know how i
| can view/fix a possible firewall.
| PLEASE REPLY ASAP!!!!! I NNNNNNNNEEEEEEEEEEEEDDDDDDDDDD
