Have you tried looking in the registry under
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Applets\FreeCell
There should be a bunch of entries for won, lost, played etc.
Make sure none corrupt.
I haven't followed this thread, but have you also tried renaming the
cards.dll to cards.old and then dropping in a new cards.dll file from
another win98 computer?
