(Note: I don't have Halo, so listen to Jimmy S.'s advice first :)

The FAQ on the Bungie site mentions that there are several rendering
code paths, that use different pixel shader levels, and, as I
understand, can only be controlled from the command line (or program
shortcut), and not the menus. You might want to force pixel shaders
1.1. Your cards supports shaders 2.0, so the game might default to
that, but it's too slow to render well using them.

Also, make sure you have up to date drivers for the motherboard
    chipset and graphics card.

    > - It is Perhaps the fact that NVIDIA- FX5200 is NON ULTRA version?

That's part of the problem, I'm sure. You probably have the 64-bit RAM
version, which is possibly the slowest video card being sold these days.

    > - Should I change my VIDEO CARD to a RADEON?

Not necessarily. Choosing a GeForce or a Radeon isn't the problem. The
problem is which GeForce or which Radeon. Even if you stick to the FX
5200, the 128-bit version will be considerably faster than the 64-bit
version, and the Ultra will be even faster. Then there are faster
GeForceFX chips, like the 5700 (and again, the specific version will
affect speed). Radeons do work better for some titles, but GeForce
cards can work better with others. It depends on the specific cards
    and titles.

By the way, this also goes for the rest of the hardware in your PC.
Just because it's new doesn't mean that it has a good spec.
