Don't think you got what was said. Its not your server thats the problem
its the people your sending to. A very many servers will block and discard
a mailing like your talking about because it looks to much like a SPAM
mailing.
Why don't you just use outlook to mail to the 60 people? The only reason I
would think to have it on the web would be if you want others to be able to
do mass mailings and that's not something I would reccommend. I know I
wouldn't want to have my address in some form where everyone and their uncle
could email when they came across some form sitting on the net.

No, but many of the recipients' servers will block or filter out bulk
mail of that size.
