Right click on the link.
Click on "hyperlink properties"
On the right of the hyperlink dialog box is a button labelled [Target
Frame]
Click on that, and under "Common Targets" select "New Window"
Save the page.
Now, wherever it is on your frame, the link will open its page in a new
window.
Design note: You ought to provide navigation options on any page that
opens in a new window. At the least, provide a link to your home page.
