Hyperlinks don't work in Preview

Using FP2003.

I create two pages that link to one another. The hyperlinks work in Design
view, and in Browser Preview.

When I use FP Preview View, the cursor turns into a hand, so it's
recognizing the hyperlink, but nothing happens when I click on the
hyperlink.

Any idea what's going on here?
