Problems positioning Layers

On my page

I can't get the layer containing the tide info tables to sit where I
want it, i.e. immediately beneath the text regardless of the viewers
settings. I want to use this page as a template, so would like to get
this sorted.

I've tried tinkering with Layer Positioning but to no avail.

Any suggestions?
