That is a framed page. A frameset divides a page into independent
scrollable regions that can each contain a separate web page. Authors
can load documents into framesets by using a TARGET attribute that can
be attached to most kinds of links. Authors can also choose among
several frameset templates when creating new pages. In FrontPage, click
'File' > 'New...' > More Page Templates - then explore the samples
under the 'Frames Pages tab. Good luck.
