FrontPage Subweb permissions

I have FP 2000. I have created a subweb that I want accessible by a sign-in
page. The rest of the website is public and open to all, but I want THIS
section to be accessed by a certain customer and his employees.
The security section of the tools menu is grayed out so I can't set
permissions for the main web or the subweb. I publish the site to an outside
server via FTP. I have tried logging on to my computer as administrator with
no luck in un-graying the security.
I didn't know if there was another way to create a sign-in page that allows
certain folks to access the subweb. I am self-taught in FP so I don't know a
lot of the technical lingo. My main website is www.greensboropipe.com . I
want to have a link on that site to the subweb with a sign-in page that
connects them.
