If you are using a Windows server, then you need to add the mime type for the .rdp file. If the server does not "know" what the file is, it will give a 404 (file not found) error.

Go to Microsoft Product Support Services and perform a title search for the
words HTTP and 404.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for
topics titled Web Site Setup, Common Administrative Tasks, and About Custom
Error Messages.
But its definitely there, I am going to try permissions to the directory
