FYI: Extensions are installed on a server, not on a website.
You cannot install FPextensions on Apache running on Windows - do not
bother with Apache on Windows when testing FP components, they will
never work. (Apache on Unix is a different matter)

When using FrontPage, do you open the web as a file path such as
C:\inetpub\wwwroot ? If so, it is a disc based web. When using a
server, the web must be opened using a http:// address, in your case
http://localhost/

If this is the case, try fixing the extensions:
If FP2000 extensions:
Control Panel->Administration Tools->Server Extensions Administrator
Open the Tree to /LM/W3SVC/1: right click and choose All TAsks->Check
Server Extensions

If FP2002 extensions:
Control Panel->Administration Tools->Microsoft Sharepoint
Administration
Click Administration for the Default Web Site (this page not
appear if you only have one web site)
Click Go to site administration for [machine-name]
Under Server Health, click Check Server Health
Check all rthe Repair boxes and click OK.

The above may convert the extensions from disc based to server based.

You cannot install extensions on Apache running on Windows.
To check the installation, follow the steps in 1) above. If the items
are not in the Admin.Tools menu, the extensions are not installed.
When installing IIS FP2000 extensions are an option on WinXP PRO and
Win 2000, Windows 2003 will give the option of FP2002 extensions.

You may be editing a disc based web, and viewing it using a web
server.
