LinkBar display fails in design

I'm using FP 2003 and when working in design mode my LinkBars (left border
from Nav Struct) fails to display but the production site is perfect.
I always see the following in design mode:
'Edit the properties for this link bar to display hyperlinks here'
This use to work and one day just stopped. It does the same whether I'm
connected directly to the site or working off-line. It appears to be a FP
tool problem not a site problem but then....
Anyone experience this before? Any solutions?
