Layers and behaviors

I am using FrontPage 2003 and I am attempting to set screen tips with layers
and behaviors. The place the hyperlink is set is over a scanned image
imbedded as a graphic . The layer shows up as soon as I move the mouse, not
when the corresponding number is hovered over. Can someone help? I'm
completely out of ideas. (not that I had that many to begin with!)
