Adding top level page in FrontPage 2000

This should be a simple, but I can't figure this out.

I can create a new top level page within FP 2000.

I can drag an existing file into the navigation window and attach it as a
subordinate page to a page already in the Navigation window.

How do I take (drag?) an existing file from the folder list and make it a
top level page in the navigation window?

Currently, I have to go through the cumbersome process of creating a new top
level page, copying all the html source from my desired page and pasting it
into the new top level, delete the old desired page, and then rename the new
top level to the name of my old desire page.

Using FrontPage 2000.
