The code below contains many empty HTML tags, which will collapse in
some browsers.
example: <td></td>

It also contains some invalid HTML, such as

<td bgcolor="#000080" height="100%" width="1"><img alt=""
width="1" height="1" src="images/MsSpacer.gif"></td>
<blockquote>
</blockquote>
</tr>

The <blockquote>s should be removed.

As far as the navigation goes, remove the <blockquote>..</blockquote>
surrounding the nav buttons. This will give far more control over the
positioning using the containing table/cell width properties. The <p
align="center"> should ensure the buttons are centred in the cell.
