Never import an entire website. Importing is for individual files only,
trying to import a complete website will often result in some files being
left behind - import will only bring in the files that are directly linked
from the Home page, as seen by the browser (ASP, PHP and other pages using
server-side scripting will not import correctly; themes, templates,
navigation and any pages linked by JavaScript will be omitted.)

If the folder containing the website is on your local hard-drive[1], open it
in FrontPage and allow FP to convert it into a web/site. Then Publish the
web to where you want it.

How are you attempting to import the web? Using File->Import you should be
able to choose between the individual files, folders or a website (not
recommended) - choosing folders you will not see the files, except as a list
queued for import, until the import process is over. Choosing Website you
will not see any files, despite what Help says, but see my opening comments.

When the import process is completed, the imported files will be in the open
web, in the folder you specified (or the folder that was active when you
invoked the import dialogue).

[1] If the folder is My Documents, or the root folder of a hard-drive, copy
the files to another folder, otherwise converting it to a web will cause a
lot of grief.
