Border in Opera broswer

Hi Thanks

What do I need to add or delete from this code to make
the opera 7.54 web browser display the border had to
delete some code to make Netscape Mozilla display like I
want it to But Opera seems to ignore it not display it
all. Still looking to have the other browsers display the
border.
