Unfortunately, I don't think you'll find a solution to make a background
image *not* fill whatever it's the background for.

One thing that's slowing the page down is the server connection. Images
load in the order they are called in the html in the page. Slower aka
"free' servers limit the number of simultaneous port connections that can be
used by a "visitor" to a normal maximum of two ports. Which means only two
items on the page can be *served* to a visitor at a time. So if there are 8
items / components to the page, it loads 1 and 2, then 3 and 4, then 5 and 6
...... until all items on the page are loaded.

You can get a really reasonable hosting company for $50 per ***year*** so
you might want to check into some.
believe me if you use one the page will open much faster.

My hobby site www.95isalive.com is hosted on a $50 per year server ( plus
$10 for domain registration )
and it works just fine. I've seen my server open as many as 17 simultaneous
ports when serving a page.
The host I use for it: www.123ehost.com and yes they have FrontPage
extensions.

There are many others in the same price range.
