Hi Ray,
VB 4.0 is 16 bit based and not a good choice to learn. Perl can run on both Unix systems and Windows but you'll find very little
sample code in Perl for Windows systems.
If you need to learn a language VB.Net may be the way to go as it is the current technology but it is not trivial.
