Well, if not a bug, then a remarkably bug-like feature.
The problem is that the FrontPage 2002 Server Extensions (the most
recent available) predate DWTs. As a result, the FP 2002 SE don't
maintain where-used information for each template.
I thought the procedure I originally suggested was reliable, but after
further testing (and review by the replay official) I see that it only
works part of the time. The following procedure does, however, seem to
be reliable.
1. Open your server-based Web as a disk-based Web. If, for example,
you Web resides at http://localhost/dwtweb, choose Open Site from
the File menu and specify C:\InetPub\wwwroot\dwtweb.
2. Choose Recalculate Hyperlinks from the Tools menu.
3. Open the DWT, make any changes you like, and save the DWT.
This takes advantage of the fact that DWTs work correctly in
disk-based
Web site, even though they don't in a FP2002 server-extended Web.
Curiously, after opening a server-based Web as disk-based and
recalculating hyperlinks, the original procedure will work. That's
because the where-used information is now present. But if you attach a
template to any new pages or detach it from any existing ones, the FP
2002 SE won't update the cross-reference and propagation of DWT
changes will be incomplete at best.
Sorry for any confusion.
And no, I don't know whether any fix is in the works.
