It appears your extensions are not installed correctly or are corrupt.
I tried browsing to the following.
http://www.dialowebdesigns.com/_vti_inf.html and received a 404. This file
is installed by default. regardless if you are using IIS or Unix. I would
create a new site, extend it, then publish the existing site to the new
one, for testing purposes.
