I have sites on Unix and Windows 2003 servers running FP extensions, and FTP sites on Windows 2003. I have no problems running Expression Web on Vista and can open and edit all those sites without problems. I have never tried FrontPage on Vista (FP will not open FTP sites on any Operating System), many users have problems with FrontPage 2003 - using the Hyperlink dialogue causes the program to crash, though this is a bug in Vista, not FrontPage. Very few users have reported any connection or site opening problems with FP in Vista.
Have you tried to open the remote website, rather than open a file? If so, what is the exact error?
If you cannot open websites in either FrontPage or Expression Web, then look at:
Firewall settings
Proxy settings in Internet Explorer. Is your ISP (who you get your internet connection from) running a Proxy server?
Are the extensions working on the website?
Download FP Cleaner from http://www.95isalive.com/fixes/fpclean.htm and run the routines that delete the hidden web cache files, and delete the hidden temporary files.

I say that because I already bought Expressions thinking that would solve
the problem and it has the exact same probalem I'm having with FP2000 & 2002:
they can open the home page of a remotely hosted website, but cannot save it
back there (only locally) nor can they open any other file in a remotely
hosted website.
When I try to "Open Web", Vista tells me my computer cannot open that
location.
