You need to give the permissions to the filesystemobject to allow the create/write/modify/delete in
the specific directory

Yes the asp page that writes to the file is in the same directory. So, if I
move the asp page outside the directory, say into the root, while still
leaving the file that it is writing to in the /test folder, it should work?

Move the page out of the folder.

I did that but the page will not run now. Yet, when i remove the FP
extensions and set the perms to the folder manually, it works. I can't
explain this. Normally I would just leave it like this but I use the
extensions in the rest fo the site.

When you go to File - Publish, you should see the server files / folder on
the right. Right click on the folder (on the server) and choose properties.
This is where you should be able to uncheck the Run scripts and then check
the allow anonymous uploads
