One-Way Publish, But No Synchronize

I am wondering something from FP2003. I have had difficulty in using my
FrontPage Server Extensions where I can not get the remote to
synchronize with the local. The web server is in my home so I must
clarify that the remote is the web server and the local is my laptop
where I do the web page editing.

However, I can only publish one direction or the other. But never able
to synchronize. Is there a reason why this occurs?
