Bad password problem for non-default web?



When I logged on locally as an admin, and go to Microsoft SharePoint Administration, and click Administration for any website, except the "default", and then "go to site administration for..." I'm prompted for a username and password which is unknown. The default website works OK, this issue is only with the non-Default website.

There are only two accounts in the user manager for this SBS test domain and they are both in the Domain Admins group (one is the original "administrator") and neither one of the passwords work for this admin page
but I can use these credentials to logon locally.

Thank you for any help you can lend for this. I am running SBS 2003 Sp1.
