FPSE 2002 Add User



I am trying to add a user to a website so they can publish and have
problems.
I get the following error message:
Error adding one or more users: the followin user names already exist:
'username'.

When I go to Manage Users, there are no users to manage.

How can I fix this problem so I can add users?
