Well i am using hostheaders and have done this aproach for several years and it have never been any issue before, but on the other hand i dont really like FPSE so in all other enviorments its not installed. But in this special case it have to be installed in a hosted enviorment looking like this. Its not a new problem that i have but an old on, but having posted on diffrent forums and such and have not found any solution or explanation on why it should not work i thought i would go to where all the pros are :)
Regarding your FYI, that would be the best aproach in meny cases not in this in my opinion as there actually can be more than 253 sites on this and problably is, if we count the diffrent hostheader sites. And besides this isue all iis/users/ftp/fpse and such are scripted so in that case i would aswell need to keep a sync on ip's between the servers that could not be in the same subnet... ohh well its a bit complicated :)
Shortly, hostheaders is the only acceptable way of doing this and other aproaches would be a waste of IP's.
Ohh well, back to the problem.
What i have been able to find out is that if i login with the Administrator account on the second web i create, it works fine... Any clue why that is?
I am really bad @ FPSE so please forgive me if i miss something really basic first starter stuff.

From within FP you would always open the root web via the primary domain or IP Address.
FYI: Individual IP addresses would be the best approach.

As we have alot off different sites (50-200) we need to use host headers, or

diffrent webs so in my experience the only way to do this is to use host
headers.
What should be and was in the beginning was that the difrrent sites had
multiple host headers on them. Now thats not possible anymore and the need to
make a new "website" pointed to the same root was the way to go each time a
new hostheader (dns-name) should answer for a old site.
