The issue occured because I installed the BITS extensions after installing
IIS. See http://support.microsoft.com/?id=832916
As you suggested I had to completely uninstall IIS and BITS and then
reinstall them together from the installation CD.

If it were me, I would start over - and believe me, I have done that a
number of times. Uninstall the Server Extensions and uninstall IIS.
Reboot. Then install IIS and the server extensions from the W2K3 CD.

My first mistake was installing the FPE available for download. I just
learned that I should have loaded FPE from the CD instead. So I have
uninstalled the downloaded version FPE and reinstalled FPE from the
server install CD. Ok that at least got web pages browsable that weren't
previously. Now I only need to get a couple of developers that are using
VS 2005 connected. That is where we are currently.
I think the crux of our problem has been Sharepoint services. That
service appernetly got installed from the downloaded version of FPE and
from what I understand would not have been installed if I had installed
FPE from the server CD. Uninstalling the downloaded version of FPE
appearently does not uninstall Sharepoint services as it is still on
this one particular machine. I did not see an option for not installing
it during the setup of the FPE CD version. So I assume that it never got
uninstalled. I would like to remove it however there doesn't seem to be
a way to do this. We do not need, nor do we want Sharepoint services on
this web server. Is there a way to remove it?
Aside from that issue we are currently seeing is a permission error.
HTTP/1.1 403 forbidden. We are getting this permission error whilst
tring to connect directly to the web site via VS 2005. FPE has been
installed on this web site and I have manually added a page to this site
and we are able to browse it without issue. Also, we do have the the
.Net 2.0 framework installed and we do have the .NET web services
enabled.
We simply cannot get connected via VS 2005. We are never even given a
chance to provide any creditials when attempting to connect and create
the new VS 2005 site. We would like to create a new project directly in
the root folder. So in VS we create New Project and point it directly to
the web site (example: http://www.our_Test_Site.com ) and yes DNS and
related other protocol setting have all been tested and everything
points to where it is supposed to. Our clients machines resolve the
address without issue.
Not that is matters as credentials are never asked for, but the person
connecting is on another network however that person has administrative
rights on the domain where the web server exists... if only FPE would
ask VS to provide the credentials!!
I just need a little kick in the right direction. Thanks for calming me

I have set up three 2003 web servers and I am having nothing but
PROBLEMS with FP2002. I have never been so fustrated with a piece of
software in my entire 18 years of programming, development and
management of network services. I have no idea way anyone would design
such a SUCK interface on a critical piece of software and to-boot
absolutly no way of figuring out why some feature in the software work
and others don't. FP2002 SE is a COMPLETE JOKE! I will have to ditch
my efforts to upgrade to windows 2003 and stay with my Windows 2000
servers. Whle FP2000 SE is brain dead software it at least WORKS! My
boss wants us to start evaluating Linux with Apache... To bad I can't
argue with him about going that direction!!!
