Your simple delete has probably corrupted parts of IIS
- do not use windows explorer to modify anything in IIS (the file location c:\inetpub\wwwroot )
Start again
Login as an admin
In Add Remove Programs Window Components Remove IIS
Then do it again, this time adding IIS back
Next install the FP SE
Then open IIS MMC and apply the FP SE
