FPSE2002 /Windows 2003/ Security

I understand there have been many posts already on the subject so my
apologies for not understanding. I am running Windows Server 2003 with
FPSE2002 version 5.0.2.6738. The server is an HP ProLiant DL360 G4 with 2
Intel Xeon 3.0 GHz/800MHz -1MB L2 processors.

I use FrontPage 2003 client software. We have intentionally chosen to allow
management of the pages using Server Based hosting (no publishing). As
myself, I have no issues updating a web page by simply clicking File --> Edit
in FrontPage. I am able to save without issue. I want to allow others to be
able to publish also. I give them every single permission I can find using
the FrontPage Site Administration for that subweb. Users are still unable to
edit the pages using FrontPage on their PCs.

Can I use FrontPage for this or is it no longer supported? If not supported,
where can I find a recommendation for setting up security on the website to
control who can edit vs. who can browse?
.
