There is a notice, which says:

Note If you are installing FrontPage Server Extensions on Microsoft
Windows Server 2003, install the version included with the operating system
rather than the downloads provided here. Go to Add/Remove Programs on the
Control Panel and select Add/Remove Windows Components.
