Cannot Extend website on Windows 2003 with frontpage server extens

Front page server extensions 2002 (fpse02_x86_ENG.exe) was installed on an
offsite windows 2003 server after i discovered they were not installed. I
was unable to install the package because I would get a windows protected
file error when reaching owstimer.exe even though i had administrative
rights, so it was installed by the outsourced company. Now once remotely
connected to that machine, in IIS the FPSE show up as allowed and installed.
When I check the properties of FPSE 2002 it will show the installed .dlls
under required:
The files admin.dll, fpadmdll.dll, author.dll, fpcount.exe, shtml.dll
However, when i try to configure FPSE on the default webserver, it brings up
fpadmdll.dll and the page says Please Wait While your changes are processed.
The time bar at the bottom goes and then just stops and i am stuck at this
page. This happens everytime.
Im lead to believe by looking at earlier microsoft pages, that the fpse
required file Owssvr.dll
is missing!
Can someone give me information on what steps i should take next? Is
Owssvr.dll not included in fpse02_x86_ENG.exe?
